WHAT ABOUT SCHEDULE A RELIEF? 12/16/09

The Comprehensive Immigration Reform bill that Rep. Gutierrez introduced in Congress yesterday indirectly benefits Schedule A occupations (registered nurses and physical therapists) in many ways.

Here’s how it helps:

1. The bill provides a recapture of unused visa numbers from 1992 to 2008.

2. The bill provides an allowance for future unused visa numbers to roll over to the next fiscal year, thereby creating a situation where we always get the full allotment of visas.

3. The bill increases the per country limit — this benefits the countries that are normally backlogged (Philippines, India and China) by allowing more visa numbers.

4. The bill exempts spouses and children from the annual quota. The historical data since 2001 shows an average of 2.3 dependents per person. Therefore, exempting the dependents from the quota will allow 2.3x more visa numbers.

5. The bill allows a person to file for I-485 Adjustment of Status even when priority dates are not current if the person pays a $500 supplemental fee. This means that a person in the U.S. on a visitor status, student status, or other lawful status (or out of status for a period of less than 180 days) can proceed with the I-485 application and obtain work authorization and remain legally in the U.S. while the USCIS processes the application.

The bill that has been introduced is in the very early stages. Before it becomes a final law, it will go through changes in both the House and Senate. Of course, there is no guarantee that any of it will become law.

This bill is very LIBERAL, which means its very hard to pass senate, and House Speaker's statement about not moving any controversial bills until senate passes makes it even harder.

But for all of us, this bill is GREAT.

Many other blogs on the subject say that Registered Nurses will be exempted from the numerical numbers if the CIR is passed. Dont you agree with this comment?

DEAR FELLOW MUSLIMS AND CHRISTIAN,

Every body needs a visa , no question about that, each and every applicant needs a visa to earn a living

money money money

but we must think feel and see the reality, we must do something while visa is not yet available,

we need money to support our family

we can not support our family just sitting and chatting

what will be the future of our love ones

so many bills introduce but failed

so many dreams but failed

who are the casualties – our love ones who need financial and moral support

i hope and pray , if good blessing comes grab it while you are waiting for your visa.

never waste your time

you are not getting younger

no one can tell when your visa will be available ,

Hi Folks,
I have a doubt; If Health care bill passed, it will make millions of Americans to access to hospitals; that case, they need more medical staff like docs, nurses, physical therapist etc..? So, that way, passing Health care will help nurses and P therapist to get their GC?
Any comments..?

This Relief is still VERY HAZY. This will not push through BECAUSE THERE ARE SO MANY JOBLESS IN AMERICA. That is the MAIN reason that Philippine nurses numbering more than half a million ALL AMBITIOUSLY LOOKING AT WORKING IN AMERICA will have to look elsewhere.

Yes half million nurses from Philippines and ambitiously looking and working in America then so what your concern?

Everything is hazy even the things you are saying. Therefore no one knows what will happen in future. Even yourself you cannot predict what life has store for you.

Things may change in just turn of time so just wait and do not act it seems you hold everything in your hand…..Maybe it is better just pray that USA will become more richer so there be no jobless American.

Let's celebrate the holiday season!
Every sign has shifted to the positive. As I have talked to several American businessmen, the recession is practically over, and the trend is from sustaining to booming. The simple argument is that, the world can no longer afford a continuning recession as it will not only hurt the Americas but the entire world as well.

In a broader sense, a continuing recession is like a nuclear explosion where there's no safe place on earth can be found. Hence, it is pointless to advise our friends to go elsewhere other than the Americas in the presence of recession. At such a point, the best place is always HOME.

Talking about " the fear of a half a million filipino nurses" does not demonstrate a clear substance. It always bottom to the quality of a nurse you are.
Say, A FEW ROTTEN MANGOES does not sell a piece in the wet market, BUT TONS OF GOOD ONES just went out in a wink.

I envision, the positive things are moving in, and the right time is almost around the corner. Once we are in the new era of progress, take note that not only the optimists take the favor, but also the cynics and the selfish pessimists…

In my broad experience of life's harship, there is only one thing I knew and continue to experience:
"That when the roads get too rough and the tests are so discouraging, when I found myself so weak and cannot go on, there is that someone who whispers, I can always do it for you……..even the impossible, so that the wicked shall see your strength, and the cynics fall to ashes!"

Please continue to improve your nursing (and other skills) wherever you are right now, so that when the right time comes, you shall find yourself ready for the challenge!

This relief is unlikely to pass.
And it encourages cheating by converting nurses on tourist visas to adjust status.
If that's the case, then its useless to wait patiently in the Philippines for processing. Might as well all nurses get tourist visas (all half million of them) and jump in front of the line by adjusting status in the USA.
Filipinos are fond of jumping the line ahead of others.
This bill will fail again.

I understand your frustrations are not any greater than mine. Temptations to sin are introduced in difficult times so they look very attractive and too strong to resist. But remember, " JUMP, RUN AND PLAY, BUT NEVER SIN."
"BE ALWAYS HONEST, EVEN IF OTHERS CANNOT… a nurse' motto???"

In the US Consul of Manila, I queued behind a beautiful very rich young lady at 24 renewing her tourist visa…Directly in the interview, she was given a blue paper stating denial of her intent. A statement says, "only one false information, and your papers shall be in the trash!!!"

"Filipinos are fond of jumping the line ahead of others."
–> I hope it is the proactive way, and not the cheaters way, otherwise, I should claim it is not Filipinos.

We did an investment, and there was no assurance of profit. While money is driving most of us to jump to the Americas, we forget about God in our intent, a clear reason why we often fall.

I did invest a lot, sold my properties and lowest my family's living style to spare everything for that dream.I failed, I was frustrated, angry and desperate as ever! Then I found out that it was all because I forgot to get the best architect to draw that plan for me. I then remembered Jesus.
From then on, Jesus became the master of my moves, and I witnessed mircales are happening bringing smiles to my family. We are still in the Philippines, happy and satisfied. WE enjoyed doing our job as an offering to Jesus… If USA comes, it should be because we are called to extend our service to the vastness of the human race.
THANKS & PRAISE GOD !!! Everything shall come in HIS time.

Please do not jump ahead of the line when others are patiently on the queue. A real Filipino is honest, patient, and most of all FEARS GOD !

May the good Lord extend HIS healing hand to you, and share to you HIS glory!!! Amen!

Hi to all

A very touching words from cj. I do believe that God has it own reason and time second being with your family is worth more than money. Maybe my famly deprived of luxury things but the time you had spent wth your famly is most expensive and priceless things every person can have.

As of now I just learn how to appreciate things even how simple it is…and I learn to give all my fear, anxiety, depression and my life to our dear Lord.

I am happy waiting and counting my blessing even how little I have because I am safe with my present and future in my hand of my saviour.

A bird in hand is worth a thousand in the bush. Keep your hopes high Im sure that it will be another year of blockbuster heartaches, depressions and Pollyannas! Pathetic! Im still counting the years and yes it is ticking to 4 years now, so maybe we have hope when it is already a decade past. This one (the bill) count it out, it will never pass. Simply pathetic! Open your eyes to reality, as nurses, we should know better than keeping our hopes high on nothing. Dont we learned the lessons from the past? I know that hope springs eternal but visa for nurses? goodluck on that!

Hope is a wish or desired accompanied by confident expectation of its fulfillment. As a nurse we provide our patient an out most care even though the prognosis is poor, we never give false hope but our action show hope to the relatives that patient is well taken care and all his or her needs is provided until his last breath.

As a nurse Ramzenger we always keep our hope high because at the end of our shift our satisfaction and achievement is to see our patient with joy and able to provide the tender loving care regardless patient prognosis. Hope strengthen our dedication and passion to our work.

Retrogression does not stop me to live my life at it best.

2010 and still the same we are in retrogression. We still have different opinion on the schedule relief either it will pass or not. We are all in the limbo….is either to wait or not.

This is something we cannot debate upon because we do not know what tomorrow store for this.

What we control is what we make us happy. I am happy working in my native land even it is 4 years already I am waiting for retro to be lifted and I am still happy and still able to find joy in simple things.

life is simply an arithmetic of pluses and minuses,it is how we react to things that are either a plus or a minus to us,positive or negative.i guess 10% of our lives are things we have no control of,such as this retrogression keeping us all afloat in limbo,but there is always the 90%and it is how we react to that 10% that we can't control..we have waited this far and i dont see it profitable to just give up on this fight just like that…God is always good after all..
