ENRSA Next Steps 05/26/09

Last week Reps. Wexler (D-FL) and Sensenbrenner (R-WI) introduced the Emergency Nursing Supply Relief Act (HR 2536). While this is but one step in the legislative process, it is a critical first step. The American system has many built in “checks and balances” designed to insure that legislation is aptly considered.

The Bill will be referred to the Committee on the Judiciary. That Committee may refer it to subcommittee(s). This process is at the complete discretion of the leaders of that committee.

After the Committee has passed the bill, the bill can get offered for a vote to the House of Representatives, which is the lower American legislative body. Whether a vote is taken or not is subject to the Speaker of the House. If approved by the House, the Senate must then consider the legislation.

Upon approval from both the House and the Senate, the bill is immediately offered to the President who will almost certainly sign the bill into law. From time to time, the President can veto bills that have been passed by the Senate and the House, but this is a controversial political move and not one likely to be used against the ENSRA.

As you can tell the process is lengthy. For smaller legislation it is often difficult to clear all of the hurdles in one two-year Congressional term.

However, there is a second “shortcut” process. A bill may be attached to a bigger piece of legislation. This is the process that was used in 2005 to get the Schedule A EX visa bill passed. The Schedule A EX visa bill was attached to the 2005 Emergency Supplemental Appropriations Act.

The process of attaching a smaller bill to a larger one has a formal process of an amendment being offered and accepted. The formal process is, however, secondary to the informal process, which includes much behind the scene dialoging with powerful political leaders.

To some degree, the informal process began three years ago when it became apparent that the retrogression would resurface. The efforts have continued.

If you would like to aid in this process, and it is imperative that everyone who has a vested interest in the process does so. Please take the following steps:

If you are a hospital, long term care facility, please email your Representative. Here is a link to the Representative list. Here is the template email that you can send.

If you are a staffing company, please email your Representative. But use this template email.

If you are an international nurse or Physical Therapist, then please contact your sponsoring hospital and/or staffing company and make sure that they are sending in these emails.

If you are an US citizen who believes that increased funding for domestic nurse schooling funded by a short-term visa program for these healthcare workers, then please send in this email to your Representative.

By reading your article,I think it is useless to hope for the Bill to be passed.we always thought you were our source of inspiration but now hopeless with this explanation!

Could this type of bill be attached Healthcare Reform bill going to be offered in June/July!!

I agree. Hope by itself will not get the bill passed; neither will hopelessness. This is why I have asked for effort in the posting. If everyone who reads this Blog made sure that their employer/sponsor sent an email to their Representative, then the bill would surely move ahead.

This legislation will die again. As you know in allnurses.com forum, Alex49 who is against internationally educated RNs is again recruiting the entire US nurse populace to e-mail their congressmen to reject the bill. Well, let’s just wait for a pandemic so US would realize the importance of nurses in the healthcare sector.

if they can say it during holy mass

for support if they can talk to the political leaders,

2.ALL nations, talk to your relatives , family and freinds must join hands to seek support maybe somebody you have relatives or freinds works in the politicians, just maybe your father or mother, relatives are the driver or sectretary of any congressmen or senators , pls talk to them. Do this not for our selves but to all PROFESSIONAL LEGALLY QUALIFIED people , NURSES AND THEIR FAMILY.

LETS DO THIS ,if no one will WE MUST DO OUR SHARE , do not wait for the apple to drop on , all efforts will be done ,NOW !

PLS to others with a loud mouth this is you time to tell to others to do their part. don’t just sit and wait for this bill to be DEAD like what happen to other bills.

Hey! for Canada they have special directive. They just started to begin accepting 38 professions according to ministerial instructions that these professions especially nurses will be given fast track issuance of Canadian Visa.Of course, you have to pass their point system rule first. If you earn a minimum of 67 points then that would be great. You will be given entry.

Just go over to Canada immigration website.

Plus, European Union had just approved their Blue Card Visa for non EU states. So what’s the use of waiting to US. There are states in the US that is beginning to become like a third world country.

Oh! GM is going to sink and the country too.

Seems they will be out so the bill too is in recess. July will be for debating, hollering, and delaying tactics. August will be for the sub committee. Then in September, the bill will be RIP. Another 4 months in waiting for another congress. Then as you wait again. Then again. At last, its 2020 and I am already 40 years old. Still waiting.

canada is the “new hope” seriously. try RQHR website, Regina healthcare, something like that it’s in Saskatchewan, cold but immigration is open to all especially RNs. My classmates are there now and they are preparing to take the RN licensure for Saskatchewan, after they pass it and work for 2 yrs they become Canadian immigrants, no ifs no buts, no retro NOTHING! Will soon do the paperworks for my daughter there, one RN stuck in limbo in the US is enough for my family. Good luck guys, those who wish to wait out the retrogression good luck too and God bless us all!

Spare all of us from reading your posts, your English is so bad, it is like that feeling you get when you try to wipe your skin with sandpaper. And besides, your posts are so painfully senseless, I wonder why you feel so good about posting. Maybe the reason why you can't come to the US is because you can't pass your English exams and you're not psychologically fit. While it is still a free country and you can post what you want, common sense should dictate the administrator on what is freedom of speech and what is absurd stupidity. Geez. Shut up already.
