Yesterday Rep. Wexler (D-FL) introduced the Emergency Nursing Supply Relief Act (HR 2536). The preliminary copies that I have seen show the bill to be largely similar to last term’s HR 5924. Once the GPO officially publishes the bill, I will provide a link and explain what the next steps are/ timing / etc.

Hello Chris,
According to last year the petitioner was to pay 1500$ towards premium processing and the amount was to go for the US nurse education. Now majority of I 140s filed since the retrogression have been approved how does this payment effect? Is this to be paid along with the NVC Fees, if the bill is approved.
No one can be accurate but what are the chances of the bill. I read a blog where it says it is a bipartism bill. Republicans had already introduced a bill seeking additional 50,000 H1B visas. Technically, both parties recongnize the shortage of nurses. However, I know politics is common everywhere.
you are right man!Let us not put so much hope on this…the Hispanic caucus will kill this one because they wanted the illegals first.

If you analyze the situation, there is only but limited ways to firefight a problem and walk with chin uphigh saying thi is not happening and we do not need these foreign nurses!(which statement I strongly contradict because we belong to the same earth and should not be treated as foreign).

Does anybody know if there is a Political Action Committee (“PAC”) that is working towards easing the immigration ‘retrogression’ for nurses and others caught up in the immigration delays, or is there a specific member of Congress working on this issue?

There should be some action group. Do you think the bill has come on its own. Chris and his team will have limitations to divulge the details. When 5924 was introduced AAIHR, HLG and a Loby Group was very active in pushing the bill though it did not get passed. Let us hope something is happening behind the doors and its good for everyone. Hispanic group are there but the congress and Americans are equally concerned about the healthcare of their people. They must have been watching that the number of people taking NCLEX exam world wide has reduced and the number of visa screen certificates issued by CGFNS/ICHP in recent quarters are very low etc. If the congress does not pass a bill now I am afraid they will not get reasonable number of nurses at a later date even if the visas are made available then. I will not be surprised if some wise congressman seek an amendment to allow 20,000 visas for five years

As what TopDailyMonitor said, they prioritize Illegals…Soon they’d create a current visa category for illegal aliens and myabe even a pathway for citizenship…Japan has set a better example in dealing with illegals…Deportation/Back to sender/Back to home. Illegals should not be condoned and taught a lesson to give way to those who stick with what is legal.

Last time, when HLG announced that HR5924 Alive…, they were in a jubilant mood. But, this time, they are not happy/jubilant mood to announce this. Not only that, most of the sources from net not optimistic about this bill..

Can any one clarify the following
1.Due to the retrogression, many of them moved to other European and middle east countries.If they are not willing to work in US, will those visas can be utilized by others.
2.It seems that normal green card visa processing will take 10yrs, if that gets materialize , is there any possibility that the nursing community will get benefit?
3.Is it worth waiting for retrogression to be lifted?
as for me i dont expect too much from this this happened several times what ever will be will be..
I am more optimistic this time. It is almost certain that Mr. Wexler has introduced the bill after deliberate discussion amongstthe congressmen and also delayed it considerably to suit the timing and ensure that it has a chance of passing.
We will have to wait detailed comments from Chris about timing, chances of passing etc.

I believe this is a good start and be thankful that bill was introduced to the congress however there are several steps to follow before the bill will be passed and implemented. For now what we can do is to wait and not to speculate but we need to pray harder.
I had read a phrase from the bible but I cannot remember the exact word, it said that ” PRAY AND THOUGHT IT WAS ANSWERED, THEN WILL BE YOURS”

Nothing to be celebrating for yet but thank you HLG and to Mr. Chris Musillo and to all people responsible to this and I hope that congratulations will be in order soon hoping that it will be a reality finally.
Now with regards to politics; the Dems are in for a lifting of a ban restricting Cubans to immigrate to the US for 20,000 individuals for a year, which was done with the bush administrations, maybe this will their chip on the table(20,000 Cubans q year, thats a lot!) and then this bill (nurse relief) will be incorporated to the health reform bill that Obama is asking to be in his desk by July.
Prayers will be needed this time to the highest sincerity and with fervor. And that the responsible congressmen and senators recognized that nurses provides riffle positive economic benefit that for every nurse vacancy in the hospital, the hospital loss a revenue of up to $100,000. if this vacancies filled up, just imagine the economic benefit and its magnification to the economy as a whole? It does not deprive but rather creates job, a lot of jobs.
But what we can do now is hope, pray and do what we need to do and prepare saving for the $1500 for q visa provided. I dont mind doing that, I will be happy to do that.
Hoping that this bill will be a law by July or September.

I am not feeling negative on this but I wanted to keep my senses in check with my emotions. There is no way for us to party at this time. I don’t want this to be like HR 5924.

America's economy is moving forward so promising that we cannot just help our smiles. The bill is just in the right timing as everything in the USA is just on the right direction.
As of now, the Nursing profession is still overflowed with local practitioners except the critical areas (ICU & ER). However, the shortage shall be back once the economy provides enough job, and ENSRA is the right answer.

I dont want to speculate nor to be jubilant about “ENRA introduce” however I am thankful there is something that I can look upon. A glimpse of hope in the midst of uncertainties.
God always answers our prayers but He answers in different way, either yes, no or not now. He knows what the best for us and He will give it on His time.
To Danilo….. there is greater things beyond what you see. If God allows it to happen then it will be.
Again, what I can contribute on this cost is my continous prayer. As I believe Prayer can move mountains as well it can end the retrogression.
Thank you chris and HLG for your effort even seems to other is not that much but sometimes in small things can lead to something big.

what is the principle of usa labor certification – no available americans to fill in so they must hire foreign workers to do the vacant jobs.
I dont understand why all of us are suddenly reaching or trying to reach a conclusion even Chris has put his opinion. Please remember what he said earlier that once the text of bill is officially he will put a blog giving timing etc.
Also remember that Chris had mentioned that there were strategic reasons for the delay in reintroducing the bill. It is reasonable to assume that the law makers must have addressed the strategic reasons before reintroducing the bill. Both political parties have introduced a bill on the same subject and therefore it has political support. We have to wait for Chris’s comments and wait for committee hearing/mark up and see what happens in the house and senatte.
Shortage of Nurses is also a domestic problem which the government needs to address.

Blessed are those negative thinkers. That they shall open their eyes to great possibilities. I know well these negative-thinking bloggers, they were once very optimistic, and like any of us, they too are still holding on their US dream. I personally cannot blame them with the way they think now, the lenghty retrogression molded them to be such. I bet with all my senses, when this bill finally get passed, THEY will be the first people to celebrate.

really u cannot blame these negative thinkers for they’ve been victims of false hopes i myself too at times but even them at the back of their minds i bet a hundred percent there are still hoping and praying for positive outcome of ENSRA. lets just pray altogether for this is our chance to achieve our american dream the hope of everyone..
That is precisely what I am trying to stress.
We are all victims of retrogression and the injury that it has caused aches alot. When there is a hope for a recuperation such as possible passage of a bill like HR2536, then why do we need to resist and shatter it off?
I believe that each and everyone of us had invested too much on this. It is never easy to just beat america farewell. Yes it is true that we may consider other paths for now, but I bet deep within us, there’s still this lingering hope to be in USA.
I pity those bloggers who constantly shouts out loud their negativism over possible chances. For all we know, they too are expecting much on this for they wouldn’t be visiting this blog constantly if truly they’ve given up. What they are showing is a typical behavior of a child, only shows their immaturity over certain things. A psychologist could very well explain this phenomenon.
