May Day 05/01/09
While CIR is being bandied about Washington DC, readers of this Blog are focused on more targeted legislation: retrogression relief for Schedule A workers – Registered Nurses and Physical Therapists. No matter what happens in the interim, CIR is going to be pushed by President Obama and is going to have significant consequences for employment based immigration.
No legislation gets approved in this country without significant constituent action. For May Day, I ask that you contact your local Representative and two Senators and explain to them that the US nursing shortage is a short and long-term problem and that international workers must be a part of the solution. This will help lay the groundwork for specific Schedule A legislative initiatives that will be introduced in the near future as well as the eventual introduction of CIR.

it seem nothing would be happen in near future.
CIR does not include nurses and physical therapist……….its more on the legalization of illegal immigrants in the u.s.a if im not mistaken. the only hope for nurses and pt i guess is to recapture unused visas frim previous fiscal years but as of now, this is also impossible to happen
Harry, your are absolutly right. CIR for illegal immigrants to become legal.
so the retrogression is going how long time……
I always read this blog and people here seem so negative, instead of saying nothing will happen, they should try to find a way to help HLG rather than keep on commenting on negative aspect.
Since retrogression has started and the things going on, I am starting to lost hope however my Faith is stronger, impossible things can be possible in GOd’s help.
I will try to find a way how I can help HLG. As for start I will pray and keep on praying harder.

The LA Times reports today that hospitals around the US are already feeling the strain and almost no one is even infected. It’s obvious that we are treading in very dangerous water when we allow a nurse shortage to fester and allow immigration and labor union politics to get in the way of securing the American public. The time is now to aggressively pursue every means available to solve the health care worker shortages we’re facing. That means pouring money in to nursing education. It means providing incentives to encourage nurses to come back to the profession. It means subsidizing nurses who choose to teach nursing so they can earn a competitive salary. And it means having a generous nursing immigration program that will help alleviate the shortage until we can produce enough nurses on our own. :

OBAMA PROMISES TO PUSH FOR IMMIGRATION REFORM THIS YEAR
Congrats to President Obama on his first 100 days in office. And well done on keeping immigration reform on the front burner. During his prime time press conference last night, the President had this to say about immigration reform:
Okay. Lori Montenegro.
Q: Thank you, Mr. President. Mr. President, when you met with the Hispanic caucus a few weeks ago, reports came out that the White House was planning to have a forum to talk about immigration and bring it to the forefront. Going forward, my question is, what is your strategy to try to have immigration reform? And are you still on the same timetable to have it accomplished in the first year of your presidency? And also I’d like to know if you’re going to reach out to Senator John McCain, who is Republican and in the past has favored immigration reform?
THE PRESIDENT: Well, we reach out to Senator McCain on a whole host of issues. He has been a leader on immigration reform; I think he has had the right position on immigration reform, and I would love to partner with him and others on what is going to be a critical issue. We’ve also worked with Senator McCain on what I think is a terrific piece of legislation that he and Carl Levin have put together around procurement reform. We want that moved and we’re going to be working hard with them to get that accomplished.
What I told the congressional Hispanic caucus is exactly what I said the very next day in a town hall meeting and what I will continue to say publically, and that is we want to move this process. We can’t continue with a broken immigration system. It’s not good for anybody. It’s not good for American workers. It’s dangerous for Mexican would-be workers who are trying to cross a dangerous border. It is putting a strain on border communities who oftentimes have to deal with a host of undocumented workers, and it keeps those undocumented workers in the shadows, which means they can be exploited at the same time as they’re depressing U.S. wages.
So what I hope to happen is that we’re able to convene a working group, working with key legislators, like Luis Gutierrez and Nydia Velázquez and others, to start looking at a framework of how this legislation might be shaped. In the meantime, what we’re trying to do is take some core — some key administrative steps to move the process along to lay the groundwork for legislation, because the American people need some confidence that if we actually put a package together we can execute.
So Janet Napolitano, who has great knowledge of this because of having been a border governor, she’s already in the process of reviewing and figuring out how can we strengthen our border security in a much more significant way than we’re doing. If the American people don’t feel like you can secure the borders, then it’s hard to strike a deal that would get people out of the shadows and on a pathway to citizenship who are already here, because the attitude of the average American is going to be, well, you’re just going to have hundreds of thousands of more coming in each year. On the other hand, showing that there’s a more thoughtful approach than just raids of a handful of workers — as opposed to, for example, taking seriously the violations of companies that sometimes are actively recruiting these workers to come in — that’s again, something that we can start doing administratively.
So what we want to do is to show that we are competent in getting results around immigration, even on the structures that we already have in place, the laws that we already have in place, so that we’re building confidence among the American people that we can actually follow through on whatever legislative approach emerges.

THE PRESIDENT: I see the process moving this first year, and I’m going to be moving it as quickly as I can. I’ve been accused of doing too much. We are moving full steam ahead on all fronts. Ultimately, I don’t have control of the legislative calendar. And so we’re going to work with legislative leaders to see what we can do.

The keyword is "contribute" not just comment negatively, nor pessimistically. You need to be counted for the one RN cause!

Now, as bloggers, how can we do something to contribute to prompt a start for this Nursing immigration to be on the GO?
In the fishmarket, people are talking about how impossible things could happen for a CIR to be addressed very soon…more so, for a Nurse relief act to be entertained, being a piecemeal legislation.
Survival can be impossible in an ocean of a perfect storm…however, it is the mindset of having no way that kills every little possible way to survive.
I remember that when we need to accomplish something, we need a focus on the target…minimize it so as to lessen the extent of difficulty…"say focus on RN immigration concern" ……the vast CIR is the BIG WHOLE that is none of our business and that we do not have a perfect feel about it… but when we focus on the issue of Nursing shortage and the Nursing relief Act, I believe we all here(both RNs & non-RNs) can have a common denominator…we shall talk on our common interest and not on our differences.
To recall, for the past few years despite the lobby of BIG sponsors and gigantic effort of HLG, the final effect were not enough to bring the desired result.
However, the bigger part of the effort is still untapped…now WE shall contribute in the most positive and convincing way. The question is how???
I remember that President Obama as a candidate managed to convince millions of voters by making use of information technology. He managed to reach millions or multitude. Now the idea is that
WE as a group may have never managed to reach out to a single focus (President Obama) on our RN concern, being foreign RNs with approved I140 petition cloggged up, or RN clients that badly needs the services but never got one.
There should be a common way of reaching out President Obama on our valid concerns, with the use of INFORMATION TECHNOLOGY…….example, facebook, etc…
But should be done in a way that is so synchronized and solidly strong as it reaches the focal point.
Mr. Obama need to know the truth of our needs right from us…He is a man who listens and acts with empathy and speed!
Now, may I challenge those great minds IT wizzards to pioner the move… Let's start doing something! One people, one vision, one goal and one soul!!! Device an IT tool that would show the President our pressing and immediate concern.

I admire your dedication on the matter, business aside, you have put additional value of ethics and customer importance above all the needed things but to serve with empathy and full sincerity.
I respect the idea of having a CIR addressed but as a WHOLE picture of the immigration problem.
Though I also learned from life's little principle that there is a need to act accordingly in order to be effective.
As generally for us, there is a need to focus on the main concern. "The RNs and RNs customer concern" could be that focus which practically there is something we can do about… it is that small circle within our reach.
But the CIR could be that BIG circle outside our control that we may not even think about.
What I am trying to drive here is a common launch point for us all to achieve our long time goal…

I do want to have the job in US, but sometimes I have to accept fact, which is that we are not welcomed anymore.
I think it’s better to leave US. and go for other countries.

I am a nurse(RN)from India,wid approved I-140.I daily check mails fom HLG.Can anybody clearly tell me whether we are gonna get visas if CIR is passed?I have heard that it does not contain any nursing issues….

The Long Waited Nurses Bill will be another flop, just like last year.
I hope USA will purge all illegal immigrants just like what Japan and Malaysia did. Many illegals are in the way of those who want to undergo the legal process. These illegals should be given a lesson that will last them a lifetime.
Where is HR 5924?
People on blogs are asking where is the HR5924. In this matter, we look at other US government sites and we don’t any traces of HR5924. It is really a devastating blow on people who are eager to work in the US legally but can’t do so because of political delays and holds.
Remember, last year it was really a talk of the town but sad to say they killed the bill.
Hopefully, there should be one at this time but we think that there will be no legal immigration to prosper in this part of the world.

So far no confirmed news on Nurse Bill (new version of 5924). International Nurse Week starts tomorrow. Is there any hope for the bill to introduced during the Intl Nurse Week and getting it passed before Sept 30?
