Conference continues 10/29/07

The Conference on Labor HHS is continuing. We suspect that the Conference will be finished this week, although no one knows for sure. The Committee is probably trying to structure the Labor HHS bill in such as way as to make it palatable for the President, although short of taking money off of the table, that is unlikley.

As for our amendment, it is going to be difficult, but we’ve been encouraged. Last week’s defeat of the Dream Act certainly hurt our chances. If you or yoru employer are familair with any of the Senators on the Conference please call them and encourage them to support the Schumer/Huchison amendment. You can use this to frame your discussions.

Hi HLG,

arriving to the conference stage is a real achievment to our community, thank you very much for all your efforts.

I understand the conference procedure and hope that we will survive it, my question is with the Veto threat, in case of a Veto by the president, the bill returns to the House and Senate, if it will come to that, will the amendment needs to pass again?

I hope this question is not ahead of her time, I wish we would not get to that and everything will pass first time, I just couldn’t find an answer to this question on the web.

P.S does the fact that the amendment passed in unanimous concent means that in the conference, all the Senators should support it? do you think the House representatives be against it?

HAPPY ANNIVERSARY! ITS GONNA BE ONE YEAR ON NOV 2 SINCE RETROGRESSION GOT INTO EFFECT !!

No one expected retrogression to last one year, but its true, its one year and going strong. Thanks to our great Congress who makes decision based on political agenda and not on the needs of the people. Last year as the nation elected the Democrats to run the Congress, they had expected change. Change that would benefit the country. But as it has proved, they have only helped to slow our progress. With one track mind of winning the next year’s election, they are trying to woo the vote bank and not focus on the true needs of the nation. Whenever the Schedule A was tried to attach to a bill, our beloved Democratic Senators made every efforts to tie it to Dream Act or CIR or attach a $1500 price tag. Even as the nation struggles to meet its nursing shortage and patients suffering due to Congress inaction, there is little done than said. Is this why we elected our Congressmen?

Last week as the Sch A passed, many thought that the retrogression will likely come to an end. But now its said that it may be difficult for it to pass due to Dream Act Failure. Why do legal immigrants and above all American’s suffer for a legislative failure? Why do Democrats work on All or None phenomenon? Why is there no compromise and Congress Action on required legislations? This Congress has made me rethink my stance on Democrats ….

Hi Alex (and others)-

If the amendment survives committee and then the bill is offered to the Pres. and the Pres. vetoes the bill (all of which could happen), the Conference will reconvene and all components of the bill will be re-evaluated.

That having been said, we’re probably in good shape since our amendment is certainly not the basis for any forthcoming veto.

In other words if we get passed the Comittee we’ve taken another huge step forward, but we’re not entirely in the clear.

At his stage can you tell us in percentage? Will it be 50-50 or 60-40 or 80-20?

I guess it’s really hard to predict on this one..most likely because its not their priority. If ever this would not work, hope fully US do something for our cert that is about to expire..waste of money and time…

If this bill failed,we all should try for other countries and let American hospitals suffer because of their government’s irresponsible and disgusting actions.I was thinking that i wasted money and valuable time for NCLEX RN,by the time i should try for canadian RN exam, because they need nurses and their lawmakers are not playing politics like Americans

Evin,

I do plan and thingking the sameway about taking the “Canadian Licensure exam.” May I know if you have any idea on how to apply for canadian licensure exam? we both got the same case. I do suffer a lot with retrogression. I think its time to make a move. I was wondering why lots of people still taking and planning to take the nclex exam, knowing that If the bridge did not survive the conference there’s no hope for US until 2009. Based on the prediction since 2008 will be a busy year for election and other legislation. (Hope Not)

Anyway, Still hoping for the best… Good luck fellow collegue.

Dear Friends,
Let us be positive. I am sure this bill and ammendment will pass all hurdles. let us keep in mind that coalition can make things done. We need not worry about bills related to illegal immigration and we cannot compare.
HLG is with us who will support us.
I am sure confrees will rework on the bill and make it pass.

Thanks for the Information. Thats the best thing I wanna do if the retrogression will not be lifted at the end of the year. Its the best option…. Atleast We got better plan after all and I heard that Australia, New Zealand and Canada are in-need of nurses too. Even the Ireland are now opening their doors.

10/30/2007: Fate of H.R. 3043, Labor-HHS FY 2008 Appropriation Bill
As we reported earlier, the Senate passed this bill with the two immigration rider bills: One is 61,000 employment-based visa numbers recapture for EB-3 to relieve the Schedule A Allied Healthcare Worker shortage problem. The other is H-1B Supplemental Fee bill to increase the H-1B filing fees to $5,820 for the employers hiring over 25 employees. The fate of this legislation depends on challenges at the two different levels. One is the test in the conference committee. However, even if these riders survive in the conference committee, there is more serious challenge ahead involving the President’s veto of the entire bill.
Report indicates that the Senate-House conference committee will meet on Thursday, November 1, 2007, and start sending the conference-agreed bills to the President. It is thus likely that H.R. 3043 may be resolved in the conference committee on or after November 1, 2007 with or without one or both of the immigration riders. However, even before reaching this point, there is an on-going struggle between the White House and the Democrat Congress. The White House has been threatening to veto this bill. To deal with such potential veto, the Democrats are considering putting two or three conference bills together including Iraq war appropriation which the President anxicously needs. It appears that the President is not backing down from its desire to veto the bill, no matter whether it is presented as a separate bill or as part of a packet that can include Iraq war funding legislation. This showdown is likely to continue until November 16, 2007 when the Congress will go into a holiday break. Next two weeks can mark a critical juncture for the two immigration bills attached to H.R. 3043. Please stay tuned.

Last week HLG posted that the ammendment has passed and today the post says – “As for our amendment, it is going to be difficult, but we’ve been encouraged. Last week’s defeat of the Dream Act certainly hurt our chances” I an totally CONFUSED!!! What’s the reality?? Is the bill passed or not in the Senate or Congress whatever it is??

See below why the administration so strongly opposes HR3043:

‘…The Administration strongly opposes H.R. 3043 because, in combination with the other FY 2008 appropriations bills, it includes an irresponsible and excessive level of spending and includes other objectionable provisions…’

‘…H.R. 3043 exceeds the President’s request for programs funded in this bill by nearly $11 billion, part of the $22 billion increase above the President’s request for FY 2008 appropriations. The President’s request for programs in this bill sets forth a fiscally responsible path that provides increases for the nation’s highest priorities while reducing funds for low priority or non-performing programs. The President’s Budget proposed gross savings of $3.1 billion for the Department of Education, $1.2 billion for the Department of Labor, and $2.3 billion for the Department of Health and Human Services, so that resources could be redirected to more important needs…’

The bill will be vetoed down by the Prez. The question is will it be attached again in the new bill. Its a political battle between the Democrats and the Prez and none are gonna give in.

If you follow the SCHIP, this bill was vetoed by the Prez and it went back to the House and now its in the Senate. The Congress does not have 2/3 majority to over ride any veto. Any clubbed bill will also be vetoed. At present no one know what the new move will be by the Congress or the President. The President need the spending bills passed and the war spending money, while the Congress wants its bills passed. Lets see what happens…
Just dont be too positive. The years 2001-2009 are worst years for immigration. Starting 2009 immigration will be easier…

Canada is still open. Check out – http://www.canadiannurse.com. The Can dollar is now 5 cents stronger than US dollar. The salary is good and so is the lifestyle and work hours.
